The Latvian police officially confirmed last month that it opened a criminal investigation into Highway Investment Processing, a UK shell company that controversially sold a $400m drilling rig to Ukraine's energy giant Naftogaz Ukrainy in 2011 after purchasing it for only $248.5m from Norway's Seadrill.
